European Recovery and Resilience Funds – Together towards the goal: better skills for a digital and sustainable future
SLOVENIA, August 3 - In recent years, rapid technological changes, the green transition and the experience gained during the epidemic have highlighted the importance of up-to-date knowledge, digital skills and the ability to adapt to new circumstances. Slovenia has responded to these challenges with a comprehensive set of reforms and investments under the Recovery and Resilience Plan, including a reform of the education system, focusing on digital competence, sustainable development and financial literacy – areas that fall within the remit of the Ministry of Education, Science and Youth.
Renovating the education system for the green and digital transitions – reform
The reform has introduced updated content into the education system that promotes digital competence, sustainable thinking and financial literacy. The goal of the reform is to ensure that children, adolescents and teachers are better prepared for life, work and the challenges of a rapidly changing society.
A total of 247 curricula and syllabuses were revised, including two curricula for kindergartens, 60 syllabuses for primary schools, 137 for general upper-secondary schools and 48 knowledge catalogues for vocational and upper-secondary technical education.
A total of EUR 4.42 million from the Recovery and Resilience Facility was allocated for the implementation of activities related to the reform.
The milestone linked to the implementation of the reform was included by Slovenia in the sixth request for payment, which was fully disbursed by the European Commission in July 2026.
The comprehensive transformation of green and digital education – investment
As part of the investment, which is directly linked to the aforementioned reform, extensive training activities and development projects have been carried out, bringing new knowledge directly into classrooms and educational environments.
A total of 15,788 education professionals and management staff participated in the training activities. Numerous development projects were implemented in the areas of digital competence, sustainable development, financial literacy and the piloting of new information and communication technologies in education. The projects contribute to the introduction of modern teaching approaches and create the conditions for higher-quality, inclusive and future-oriented education.
Special attention was also devoted to financial literacy among adults. Through the implementation of 20 non-formal education programmes, participants acquired the knowledge and skills needed to manage their personal finances responsibly, make more informed financial decisions and improve their financial security in everyday life.
A total of EUR 28.76 million from the Recovery and Resilience Facility was earmarked for the implementation of activities under the investment, of which the state has already disbursed EUR 24.77 million to final recipients.
The target related to the training of professional and management staff was included in the fourth payment request, which has already been disbursed. The remaining two targets will form part of the seventh and final request for payment of funds from the Recovery and Resilience Facility, which Slovenia will submit to Brussels no later than 30 September 2026.
