Slovenia submits sixth payment request for funds under the Recovery and Resilience Facility

SLOVENIA, March 27 - Today, the coordinating body – the Office of the Republic of Slovenia for Recovery and Resilience – submitted to Brussels a payment request for the eighth instalment of grants under the Recovery and Resilience Facility (RRF), amounting to a total gross amount of EUR 89.53 million. This followed the Government's taking note of the Report on the implementation of the Recovery and Resilience Plan (RRP) on Thursday, 26 March 2026, ahead of the submission of the sixth payment request. Taking into account the final clearance of the pre-financing of grants received by Slovenia at the beginning of the RRP's implementation in 2021, Slovenia may receive a maximum payment in an estimated net amount of around EUR 41 million.

The sixth payment request consists of 15 milestones and targets under the eighth instalment, representing progress in the investments and reforms set out in the RRP. As in previous cases, the European Commission will verify the satisfactory fulfilment of these milestones and targets and will determine the amount to be disbursed accordingly.

The submission and payment of the sixth payment request are linked to the fifth amendment to the RRP, under which one target is transferred from the ninth to the eighth instalment of grants, the implementation deadline for three targets is extended, and the description of one milestone and one target is simplified. 

For the implementation of investments and reforms, Slovenia will have available, following the approval of the fifth amendment to the RRP, EUR 1.61 billion in grants and EUR 469 million in loans under the RRF by the end of 2026. The fifth amendment to the RRP was positively assessed by the European Commission on 26 March 2026 and is expected to be considered by the competent Council of the European Union in April. In agreement with the European Commission, and in order to expedite procedures at the level of the European Union, Slovenia submitted the sixth payment request to Brussels already in March, based on the Commission's positive assessment of the fifth amendment. 

To date, Slovenia has received the maximum possible disbursement for all payment requests submitted to Brussels under the RRP, having fulfilled all related milestones and targets. The country is currently awaiting the payment of the fifth payment request in the expected amount of just over EUR 230 million, which the European Commission positively assessed at the beginning of this month; confirmation by the Economic and Financial Committee is expected to follow in April.

Following the payment of the fifth payment request and taking into account the fifth amendment to the RRP, Slovenia will have received 85% of the available funding under the RRF, amounting to EUR 1.77 billion, of which EUR 1.3 billion are grants and EUR 0.47 billion are loans.

• T5 – Installed capacity for renewable energy in district heating systems (three completed projects with a total renewable energy capacity in district heating systems of 10.85 MW); 
• T26 – Upgrades of technical building systems (22 completed projects covering a total area of 41,624.41 m²);
• T37 – The construction of the Centre for Seeds, Nurseries and Forest Protection;
• T40 – The number of constructed or reconstructed wastewater systems (seven completed projects);
• T44 – The number of newly constructed or reconstructed drinking water supply systems (seven completed projects);
• T73 – The number of projects supporting companies in the transition to the circular economy (291 completed projects); 
• M97 – e-Zakonodaja Platform (establishment and launch of the e-Zakonodaja platform);
• M101 – Applications in the police cloud (establishment and operation of applications in the CEPIS police cloud – Central Police Information System);
• T102 – Integrated spatial and environmental information solutions (completion of the Green Slovenian Location Framework (SLO4D) project, within which four key cross-sectoral links among information solutions were established);
• M140 – Adoption of the Guidelines for the Implementation of Active Employment Policy Measures for 2026–2030;
• M148 – Analytical tool for tourism indicators (establishment and operational use of the analytical tool for tourism indicators within the National Tourism Information System (NiST));
• T153 – Projects related to public tourism infrastructure (47 completed projects); 
• M156 – Reform of curricula for early childhood education and care and for primary and secondary education (250 curricula adopted);
• T184 – Delivery of vehicles for palliative care teams (14 vehicles); 
• M187 – New telemedicine functionalities available to patients and doctors (via the zVem portal)

Slovenia has so far disbursed almost EUR 1.4 billion to project holders for implemented project activities. In 2026 alone, EUR 87.9 million has been disbursed. A total of 1,390 projects across Slovenia are being implemented, of which 458 have already been completed.

The final, seventh payment request, which will include the ninth instalment of grants and the fourth instalment of loans, and for the submission of which a further 59 milestones and targets must be fulfilled, will be submitted to Brussels no later than 30 September 2026.
